Matthias Breecher (Kevin Makely), a Pinkerton detective and Union Army veteran, is hired by one of the first African American senators to track down the worst Confederate war criminals. He begins by shooting and killing former Confederate General Corbin Dandridge in his Mississippi barn.
Breecher then heads west in search of his next target, Reginald Cooke (Bruce Dern). Along the way, he meets bounty hunter Harlan Red (Wes Studi), who predicts that they will meet one day. Breecher discovers Cooke on his farm and learns that his father, Reginald, is being cared for by his daughter, Sarah (Mira Sorvino), who is dying of pneumonia. Breecher decides not to shoot or hang Cooke, but rather to keep him at his homestead until he dies of the disease.
